Job Description: Human Resources (HR) & Procurement
Early Childhood Development (IECD) Activity
Despite rising incomes, Cambodian
families continue to face significant challenges that jeopardize children’s
holistic development. The experiences of many young Cambodian children
illustrate how adversities accumulate, increase families’ vulnerabilities, and
undermine children’s ability to reach their developmental potential. Much
progress has been made in Cambodia in the past 20 years in decreasing poverty,
infant mortality, and disease burden through economic growth and investments in
health, education, protection, and other sectors, yet the complex interplay of
risks to child development has not yet been comprehensively addressed.
The Cambodia IECD Activity seeks to improve holistic
development outcomes for young children by promoting nurturing care, preventing
stunting, and increasing early identification of and intervention for children
with developmental delays and disabilities. The IECD Activity takes a
multi-sectoral approach to achieve these goals and focuses on the early
childhood years, especially the first 1,000 days of life. The Cambodia IECD
Activity also provides flexible support to meet the needs of families with
young children as circumstances surrounding COVID-19 evolve.
The Human Resources & Procurement
Officer is responsible for the day-to-day administration of Activity human
resources functions such as recruitment, personnel policies, and regulatory and
local labor law compliance. He or she will support managers regarding personnel
policies and procedures, training, disciplinary action, and other personnel
issues and implement RTI staff compensation and benefits programs based on RTI
salary structures. The HR & Logistics Officer will also support Activity
procurement and purchasing needs and provide overall coordination related to
the smooth implementation of the Activity. The HR & Procurement Officer
will be supported by the Regional HR Manager and the Regional Procurement &

functions, such as: sourcing, analyzing market conditions, review
specifications or terms of reference, arrange and facilitate site visits or
bidders’ conferences, facilitate bid evaluation committee, carry out price
and issue procurement solicitation documents (Request for Quotes, Request for
Proposals or Invitation for Tenders) and negotiate for assigned procurements
such as commodities/goods/materials, and services.
issuance of purchase orders and consultant agreements in accordance with client
and RTI procurement policies and procedures
up-to-date inventory of Activity equipment and materials and ensure office
equipment is well-maintained.
lists of regular and reliable suppliers of common supplies and equipment
required by the Activity that comply with client and RTI procurement standards.
Required Skills and Qualifications:
Master’s degree and 1 year of experience
or bachelor’s degree and 3 years of experience or equivalent combination of
education and experience.
Experience with HR and logistics or
procurement administration, with international donor-funded projects is preferred.
Familiarity with USAID rules and
regulations will be advantageous.
