Job description
Since 2006, GIZ has been supporting the ECOWAS Commission in the areas of Organizational Development, Trade & Customs, and Peace & Security, on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). The main objective of this intervention is to prevent and manage conflicts and security threats in West Africa. The following three specific objectives will guide the envisaged support:
1) Strengthen ECOWAS’s mechanisms to promote and maintain peace and stability and post crisis operations; 2) Enable ECOWAS to manage erupting or existing conflicts. 3) Contribute to the creation of a secure and safe post conflict environment.
This will involve, among others, activities in the areas of conflict analysis, early warning, dialogue, mediation, capacities for peace support operations (ECOWAS Standby Force), reform of the security sector, and the implementation of the ECOWAS Conflict Prevention Framework (ECPF).
Your tasks
Strategic planning, managing and controlling of the EU and German contribution with special attention to impact monitoring and cost-effectiveness
Representing the programme, specifically vis-à-vis partners, donors and other implementing organisations, the German embassy and BMZ representatives
Coordinating the EU’s and German contribution with other TC and FC measures and other bilateral and international donors
Responsible for reporting, in accordance with the requirements of the commissioning parties EU/BMZ
Preparation of country-specific development policy concepts in cooperation with relevant GIZ departments
Implementation of a monitoring and steering system to ensure progress in all different phases of a complex project
Responsible for international, regional and local short-term experts
Budget and compliance management in line with EU and GIZ rules
Your profile
Degree in International Relations, Political Science, Peace and Conflict Studies, Development Studies or other relevant field of study
Many years of professional experience, several in a comparable position
A good general knowledge and experience of the African peace and security context and the West African region
Strong project management skills, ideally with EU-funded projects
Knowledge of requirements for reporting to EU/BMZ and management of EU/BMZ fund, knowledge of PaGODA II contracts is especially desirable
Excellent diplomacy and persuasion skills with a high sense of integrity
Political tact and excellent diplomatic and persuasion skills as well as a healthy enthusiasm for networking and cooperation
A good analytical ability with proficient writing skills
Fluent knowledge in English and German, knowledge of French is desirable
