Under the overall guidance of Director, Global Grants/Compliance, the Grants & Compliance Manager is responsible for the management and administration of the following aspects of compliance of the award. In collaboration with Director, the Grants & Compliance Manager will analyze, interpret, and apply donor regulations, award terms and conditions, and Corus policies and procedures in the day-to-day management of the award compliance. He/she will provide cradle-to-grave management of the award, negotiate terms and conditions of the award and modification. He/she will develop the Grants and Contracts internal protocols, procedures, manuals, and templates in collaboration with the Director and the Program Senior Management Team.
Perform Federal Acquisition Regulation (FAR), Agency for International Development Acquisition Regulation (AIDAR), ADS, USAID Mandatory Standard Provisions 2 CFR 200, 22 CFR 228 rules and regulations research and prepare written responses to queries from country offices and/or Corus/Program HQ.
- Perform all prime award administration and management functions.
- Correspond as necessary with USAID.
- Prepare, modify, and deliver Award Summary reading and Deliverables Tracker for the award. Advise Program staff on the applicable regulations governing their work.
Responsible for overall development, management, and oversight of the sub-awards issued under the prime award. Develop, manage, monitor, and closeout sub-awards.
- Review and approve subaward drafts, subaward pre-award assessment and sub-award monitoring.
- Timely updates to the Program sub-award tracker
- Prepare and submit FFATA reports for sub-awards to USAID.
- In collaboration with the Director, provide subject matter expertise in the development of policies, procedures, and training materials required for the Program implementation.
- Assist Director with developing the award related templates, including subaward templates, procedures, and training materials for HQ and field
- Assist Director with delivering the award related training to field offices and HQ staff.
- Participate in Program team meetings, as required and ensure that project summary/tracking sheets are current and correct for the prime and sub-awards.
- Keep abreast of, interpret, and provide guidance to staff on USAID regulations and policies; educate project staff on award compliance
- Prepare responses to audit questions as requested by Director or CFO
- Prepare and submit VAT and other regulatory reports to USG.
REQUIRED EDUCATION AND EXPERIENCE
Bachelor’s Degree in Business Management, Finance, Accounting, International Development, Public Administration, or other related disciplines (Master’s preferred.)
A minimum of 7 years of relevant work experience with international NGOs is required.
LANGUAGE: Fluency in English with professional proficiency in oral/reading/writing is required. Working proficiency in French is preferred.
KNOWLEDGE, SKILLS, AND ABILITIES
- Significant depth and breadth of experience managing USAID funded projects, especially in complex partnering
- Ability to manage and complete work with minimal to no supervision from a Director.
- Flexibility to assume a workload which frequently necessitates an adjustment of priorities.
- Strong organizational skills for managing and coordinating a variety of tasks
- Firm understanding and sense of the importance of paying attention to detail.
- Works under organization policies and procedures.
- Good interpersonal and strong communication skills verbally and in writing. Must be able to to write clearly and concisely.
- Ability to work in a team-oriented environment and ability to adapt to new and unplanned situations.
- Willingness and availability to travel up to 25%, possibly to remote regions which may include adverse conditions and/or disaster zones to support field teams located in global locations; and ability to withstand extremes of temperature and altitude.
- Demonstrated problem-solving abilities.
