The Gender Equality (GE) Unit is focused on narrowing the gender gap in humanitarian aid, and ensuring that we contribute to the equality of women and girls in all of our programs – by working to establish a context where men, women, boys, and girls enjoy the same rights and opportunities. The IRC believes there is a symbiotic relationship between how we operate as an organization, and the success of the programming that we deliver and changes we seek to make in local communities. The GE Unit, therefore, is also tasked with partnering with operations departments to ensure that IRC is a gender equitable employer. Together, the relevant departments and the GE team will support the necessary changes to the IRC’s internal policies and practices to promote the equal access to opportunities for all of our staff. The GE Unit also serves as catalyst and advisor to support a minimum goal of gender sensitive programming across all outcome areas and provide technical input to design and deliver transformative programming where possible.
Job Overview/Summary: The Gender Equality (GE) Program Manager will lead the core financial management, administration and internal communications efforts of the GE Unit. This includes leading business development and budget management, managing the logistical needs of the global GE team, and ensuring the continuous knowledge management of the team. The position will work to document and share best practices for GE integration across the organization, and support the necessary internal communication across the organization.
Grants and Budget Management
• Oversee and manage the GE Unit budget, including the review of monthly BvAs and transaction detail reports to maintain accurate spending plans.
• Coordinate with the Finance team to create annual budget packages and lead budget reforecasting activities
• Coordinate the cascading and tracking of funds for country-led gender equality activities and investment.
• Manage time and effort reporting and approval (TETRA) and grants allocations to GE Unit salaries.
• Work with vendors to complete purchasing requests and raise purchase orders, and ensure accurate coding.
• Support the administrative management of contractual agreements and payments for translators and consultants hired by the GE Unit.
• Coordinate proposal/grant modifications and submissions, including the writing, review and feedback from GE Unit team members, and liaising with various departments to obtain approvals and helping to ensure complete proposal packages.
• Utilize existing IRC standard grant management processes (OTIS, opening, review and closing grant meetings) and develop new tools or reporting formats to enhance budget grants management
• Work with the Awards Management Unit, Institutional Philanthropy to support the development of templates, guidance and toolkits for gender integration into proposal narratives and budget submissions.
• Work with other technical unit grants & budget managers to streamline and harmonize IRC processes
Administrative and Logistical Management
• Develop and support the tracking and updating of the gender equality Action Plan. This includes monitoring progress and preparing progress reports on a quarterly basis.
• Respond to daily correspondence and requests in a timely manner, ensuring that appropriate team members are included as necessary.
• Manage the GE Unit e-mail inbox and respond to interdepartmental, field and external requests for information.
• Lead the GE Unit’s knowledge management system and maintain the collective filing system used by team members.
• Organize and execute regular Unit meetings, including weekly Unit calls.
• Coordinate and support GE Unit events, including project-related conferences, advocacy events, and annual Unit retreats.
• Compile data about ongoing activities and streams of GE Unit work, to identify process issues and recommend changes, and record and report successes.
• Support the preparation and submission of all HR paperwork for new staff, or staff who are leaving or transitioning to another role.
• Support the onboarding of new staff by ensuring necessary materials are available, training new staff on IRC systems and processes and scheduling the orientation meetings as needed.
• Maintain a consistent inventory of team assets, org chart and staff roster, etc.
• Supervision of internship positions to provide administrative and communications support, including the coordination of GE Unit meetings and events, writing and editing quarterly reports, preparing presentation materials, and responding to requests for support, as funding allows.
• Provide general administrative support needed to the Senior Director, Deputy Director and GE Unit team.
• Organize and drive an annual internal communications plan for the GE Unit to regularly reach all levels of the organization.
• Design, update and maintain the GE Unit RescueNet pages, standard presentations and other communication material with new information and resources.
• Create regular publications and updates about GE Unit success, profiles of GE Champions globally, gender equality blogs and communicate with the global Gender Equality Champions network.
• Support coordination and facilitation of existing gender equality communities across the IRC.
• Assist the GE Unit team members in the development and review of external reports, presentations, and other communications content as needed.
Opportunities to provide technical support
• Support the creation and delivery of trainings on core concepts of gender equality, contextual understandings of gender equality, and action planning for integrating gender equality in our programs and operations.
• Provide technical backstopping and support to other GE Unit team members to enhance the provision of timely and quality support to International and US Programs.
• With guidance from the GE Senior Director, provide technical support and guidance to operational departments, including tools development, to achieve the sound integration of gender-sensitive and transformative approaches to their work.
• Support GE Unit staff in the development of proposals for new development opportunities, including reviewing and contributing to concept notes, proposals and creating budgets.
Education and Work Experience:
• Bachelor’s degree in a related field (Finance, Budget Administration, Education, Int’l Affairs, Social Work, etc.) – or equivalent.
• Minimum 2 years related non-profit and/or administrative work experience desirable. Some field experience a plus.
• Exceptional organizational and administrative skills, with a proven ability to manage and prioritize multiple streams of work with attention to detail and financial acumen.
• Excellent budget management skills, including experience tracking expenses and developing spending plans.
• Proven writing and editing skills: the ability to draft memos & letters and edit reports and proposals.
• Experience in business development for non-profit organizations, including with government and private donors.
• Creative problem solving skills, with the proven ability to advocate and gain support from others for new ideas.
• Experience working with Microsoft Azure enterprise resource planning programs
• Excellent computer skills: MS Word, Excel, and file sharing.
• Excellent ability to adapt to, and work seamlessly with, different personalities and communication styles.
• Ability to create a team atmosphere and sharing across a global context.
• The ability to work independently and productively in a fast-paced environment – pro-activity and initiative to problem solve within the job parameters is essential.
• Understanding of gender mainstreaming practices for program and organizational change processes, with some proven experience a plus.
