The scope of work will be conducted under the guidance of the IFES Headquarters Pacific Islands Specialist and Country Director for the Pacific Islands program. Key responsibilities will include:
- Use IFES VAWE assessment methodology to carry out desk research, key informant interviews and focus group discussions, analyze qualitative data collected (notes and recordings of interviews/FGDs) and draft VAWE report (IFES to provide report outline).
- Contextualize VAWE assessment questions and suggest two provinces outside of the capital area to include in the assessment and prepare a draft list of interviewees and organizations to include in FGDs. Finalize where assessment will be conducted in consultation with IFES and what individuals/organizations will be included in interviews/FGDs.
- Coordinate interviews and FGDs including venue hire if/where required, refreshments, invitations, reminders, hire note taker if needed. All costs should be reviewed and approved by IFES ahead of time. Whenever possible IFES will pay directly for travel and venue rentals.
- Collect and analyze data from desk research and field work
- Draft, revise and finalize VAWE report

- Contextualized Violence Against Women Assessment questions for interviews and focus group discussions
- Preliminary list of interviews and FGD participants/organizations
- Actual signed list of persons interviewed and FGD attendees
- Recordings and notes from interviews and focus group discussions
- Photos from focus group discussions (photos will not be published)
- Share initial findings from desk research and field work in each location
- Draft, revise and finalize the Violence Against Women in Elections Assessment
