As part of the Government of Egypt’s ongoing vision of sustainable development, the Ministry of Finance in partnership with the National Council for Women is exploring possible innovative financing mechanisms to advance the national priorities in support of gender equality and women’s empowerment. UN Women Egypt Country Office will partner with the Government in their process of pre-issuance exploration on the development of a nationally sovereign gender bond framework. This partnership is being carried out as part of actions under the UN Women/UNIDO Joint Programme on Women’s Economic Empowerment, financed by the Government of Canada.
To support the above, UN Women ECO will recruit two national consultants to work under the leadership of the Ministry of Finance, in partnership with the National Council for Women – specifically a National Consultant/Coordination Support and a National Consultant/Portfolio Development Support.
Objective of the Assignment:
Within the Government’s pre-issuance exploration, and based on the agreed-upon focus of the gender bond, the National Consultant/Gender Bond Portfolio Support will provide the Ministry of Finance (MoF) and National Council for Women (NCW) with technical support in the identification of the possible projects to be included in a possible gender bond framework, including budgetary details, Monitoring, and Evaluation requirements per each project (Targets, Indicators, Baseline where available).
Duties and Responsibilities

Required Skills and Experience
Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.
The Consultant will be responsible for all travel expenses and logistics associated with undertaking this assignment. All travels shall be coordinated with UN Women Egypt and shall be included in the total contract amount of the contractor.
Technical Weight Criteria: 70% (70 points)
Financial Weight Criteria: Lowest Financial Proposal: 30% (30 points)
