Relief International, as the newly selected hosting Agency of the North East Syria Gender Based Violence Sub Working Group (NES GBV SWG), is seeking a qualified candidate for the position of NES GBV SWG coordinator. Under the direct supervision of RI’s hub team leader in NES and the technical supervision of RI’s Whole Of Syria (WoS) Protection Advisor in Amman and regular communication and coordination with UNFPA WoS GBV Coordinator, the NES Protection Working Group Coordinator and the NES Forum Inter Sector Working Group (ISWG) Coordinator, the incumbent will coordinate the GBV Prevention, Response and Risk Mitigation in NES.
In accordance with the humanitarian cluster approach, RI will be leading the NES GBV SWG, and this inter-agency coordination position will ensure GBV integration across the humanitarian response implemented by NGOs in NES, including liaison and coordination with other GBV organizations, ensure compliance of the GBV response with international minimum standards, training and sensitization, strategic planning, advocacy and monitoring and evaluation. The GBV SWG Coordinator will use the IASC Guidelines for GBV Interventions in Humanitarian Settings, the GBV Area of Responsibility’s Handbook for Coordination of GBV Interventions in Emergencies (2019), UNFPA’s guide for Managing GBV Programmes in Emergencies and Inter-agency Minimum Standards for Prevention and Response to GBV in Emergencies (GBV AoR) and companion materials (orientation and training guides, planning worksheets, etc.) to facilitate planning, coordination, monitoring and evaluation of GBV initiatives
The GBV SWG Coordinator’s role will be pivotal in strengthening interagency GBV coordination mechanisms in NES for a more effective and coordinated GBV response. The GBV SWG Coordinator will facilitate the implementation of inter-sector and agency GBV programming in a humanitarian emergency. GBV programming in humanitarian emergencies is multi-sectoral, which involves several organizations and actors, NGO, and government implementing partners, UN agencies, and other national and international organizations that engage in comprehensive prevention and response initiatives.
ESSENTIAL RESPONSIBILITIES AND DUTIES
- Lead appropriate coordination with GBV actors, as well as all humanitarian partners through humanitarian coordination mechanisms, including maintaining and expanding contacts with key sector stakeholders (e.g. ISWG, NES Forum), and convening regular meetings.
- Develop mechanisms to eliminate duplication of GBV service delivery by coordinating activities between NES GBV SWG members, through organizing monthly meetings; developing service mapping and referral pathways and tracking of activities; enabling and moderating communication – remote or in person – and engaging with other sectors as needed.
- Lead the development and roll out of GBV SWG’s tools such as SoPs, workplan, technical guidance; promote and adopt standardized methods and tools, as well as their update as needed.
- Regularly coordinate activities with the NES Forum ISWG and non-GBV sector leads to avoid duplication and strengthen GBV risk mitigation through sharing of timely information about risks and opportunities for mitigation; developing risk mitigation action plans and supporting capacity building needs.
- Regularly represent GBV SWG in Protection sector coordination bodies, NES Forum meetings,and other fora promoting integration of GBV related actions in other sectors.
- Act as focal point for the NES Gender Based Violence (GBV) SWG with the donors and, when requested, provide information on the Gender Based Violence (GBV) SWG strategy, gaps and current resourcing. Advocate to donors for funding to meet the needs of the sector.
- Coordinate and share information with the Whole of Syria GBV Coordinator to enable representation of the NES NGO hub in the coordination mechanisms, reporting, fundraising and similar joint initiatives taking place at a national or regional level, including support to HRP process and qualitative and quantitative data gathering in the framework of the HNO.
- Closely cooperate with the NES PSEA Network, facilitating service provision to survivors as well as in joint initiatives to build capacities and resources toward prevention of GBV and PSEA.
- Prepare needs assessments and analysis of gaps (across and within sectors, using information management tools as needed) to inform the setting of priorities making sure they are reflected in the NES GBV SWG Workplan and shared with all relevant stakeholders.
- Ensure regular and common reporting to the GBV 4Ws (supported by the Protection Working Group Information Management Officer-IMO); enable and support partners to feed into the common reporting tools of the GBV database, what may include developing reporting formats that capture relevant information or documenting best practices and approaches for responding to GBV issues.
- Foster GBV data collection processes and analysis (i.e joint assessments) at hub level on GBV needs, gaps and response, always contributing to existing WoS systems.
- Enable capacity building and capacity development for GBV and non-GBV staff, and facilitate availability of information about GBV, prevention and available services. Work with SWG partners and NES PSEA Network to set a capacity development strategy and standardize the training materials.
- Support development of advocacy and promote joint awareness activities.
QUALIFICATIONS & REQUIREMENTS
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
Key desirable qualifications :
- At least seven years of experience with (I)NGO and/or UN in designing and implementing GBV programmes, project management or project coordination. Experience in, and good knowledge of GBV responses in humanitarian emergencies.
- Demonstrated experience with humanitarian GBV coordination structures and mechanisms;
- Awareness and demonstrable knowledge of how GBV manifests in humanitarian settings and ability to describe context specific prevention and response.
- Familiarity in GBV contributions to humanitarian programme cycles
- Good knowledge of GBViE related concepts, guidelines, standards.
- Demonstrable knowledge of reproductive health issues and/or protection issues in humanitarian settings, and of humanitarian emergency operations and roles/responsibilities of humanitarian actors.
- Experience in building capacities, training and mentoring on GBV prevention and response.
- Ability to meet deadlines and work under minimum supervision while delivering quality results.
- Excellent interpersonal and leadership skills, strong organization and team building/team working.
- Highly approachable, trustworthy and confidential.
- Strong drafting skills

- Cultural sensitivity and awareness.
- Previous experience in working on the Syrian crisis is desirable.
- Fluency in English
- Knowledge of Arabic is an asset.
