Project Desciption
The overall goal of our Mental Health for All project in Ukraine is to improve the quality of care and outcomes for people living with mental health disorders in Ukraine by
- Supporting the implementation of reforms in the mental healthcare sector through improving framework conditions,
- Piloting integrated, community-based models of care and
- Providing psycho-social support to communities.
Job description
The Finance Officer will support us in:
Office management
- Maintaining and updating administrative and financial files with necessary accuracy and confidentiality on GFA´s Share Point Platform (and hardcopies – if applicable).
- Undertake other administrative tasks as assigned by the Project Leader or Project Coordinator at GFA HQ.
Budget & Finance
- Prepare monthly budget forecast and submit requests for operating funds. Ensure sufficient level of funds in bank accounts and petty cash box to meet payment obligations.
- Managing of up-to-date accounting system/records to ensure timely, accurate and reliable monthly financial reporting according to SDC and GFA procedures.
- Monitor bank accounts and maintain bank documentation. Ensure that bank account statements are updated and accounts replenished.
- Review accuracy of invoices and ensure that all required supporting documents are properly filed.
- Prepare bank disbursements to staff and suppliers. Ensure that recipients acknowledge receipt of the payments and receipts are properly issued.
- Perform preparation and execution of project payments/transfers.
- Manage financial records/reports archive.
- Budgeting/assisting with budgeting of all project related events, works, services; assisting with/preparing approval requests for project budget changes.
- Contracting of local service providers and carrying out payment to all locally contracted staff and service providers.
- Act as administrative focal point for project registration issues and communicate with Ukrainian authorities and the donor about project registration.
- Coordinate annual local audit of expenses of the project implementation unit and subcontractors.
Activity Coordination
- Support organization of trainings and other project events by booking venues, translators, contacting participants, arranging logistics for participants and reimbursement of travel expenses.
- Giving advice to implementing partners in terms of administrative and financial management of the subcontracts.
- Coordinate project visibility and social media appearance together with implementing partners, component coordinators and project leader.
Qualifications
Requirements:
- Relevant Degree (Accounting, Management).
- Advanced Excel Skills.
- Fluency in English and Ukrainian.
- Experience with donor funded projects/ development cooperation desirable.
- Interest in the topic of mental health and well-being is an asset.
