Position Title: CTC Finance Grant Manager
Reports to: Interim to Associate Director of Accounting when Senior Director of Grants Management is on leave
Location: Remote or Boston
Employee Type: Full Time, Temporary, 9-month contract
The CTC Finance Grant Manager is the primary Partners In Health (PIH) financial point of contact for “The Community Tracing Collaborative” or “CTC”, a services contract between PIH and the Massachusetts Health Connector under which PIH manages, tracks and reports on identification of people who have tested positive for COVID-19 in Massachusetts and tracing of those individuals’ close contacts in order to implement strategies such as isolation and quarantine. The Finance Grant Manager will be part of PIH’s Boston Finance team, and will work closely with the CTC project management and HR teams.
- Oversee work of CTC Grants Analyst to produce and circulate daily reports of employee time tracked to the CTC for internal PIH review by HR and Project teams, and escalate issues or concerns to HR and compliance teams. This includes maintaining and, as needed, designing systems to extract and report on data derived from multiple electronic time-tracking programs, reviewing all reports generated by the CTC Grants Analyst for accuracy, and following up with project staff as needed to ensure that all CTC employees track time promptly and correctly.
- Work with PIH HR, CTC leadership, and partners to ensure consistency in employee personnel data, including weekly reconciliation of personnel data across multiple databases, and to ensure that employee time records and payments are aligned with PIH policies and procedures.
- Produce monthly expense reports and monthly funds requests for submission to Health Connector. This includes producing accurate and timely reports with traceable links to PIH financial and time-tracking systems, and ensuring that all CTC costs and revenue are adequately backed up with audit-ready documentation and accurately captured in PIH financial system. It will also include working with the CTC Project team to ensure all activities are appropriately reflected in expense reports and accounting records.
- Work with PIH CTC subcontractors and consultants to ensure timely, accurate and appropriate invoicing, in coordination with CTC Project team and PIH Accounting team.
- Manage any Change Order or other budget or financial reporting modification, coordinating among CTC Project team, PIH Financial Planning and Analysis, and PIH Grants Management and Compliance teams, preparing the necessary financial documentation and submitting to the Health Connector.
- Respond to ad hoc compliance requests from CTC Project and HR teams including reviewing CTC policies and procedures and any updates thereto.
- Produce ad hoc financial or employee time analysis required by Health Connector or CTC Project team.
- Manage the close out of the contract for financial purposes, including responding to audit requests and following up on audit recommendations.
- Minimum of Bachelor’s-level degree in public administration, business, finance, economics, accounting, or a related field, Master’s preferred
- Minimum of seven years of experience in nonprofit project-based financial management with fund accounting
- Advanced Excel skills
- Experience working in electronic accounting systems and proven ability to learn new systems quickly
- Exemplary interpersonal skills; ability to collaborate effectively with culturally diverse staff
- Experience in managing Massachusetts state contracts strongly preferred
- Ability to multi-task while maintaining a high level of accuracy and detail, and ability to prioritize deadlines and manage through ambiguity and complexity in a fast-paced and continuously changing environment
