GIZ International Services is shortlisted for the EU-funded project “Technical Assistance Programme to support behaviour changes and Public Finance Management (PFM) technical expertise in Malawi”.
The overall objective of this assignment is to assist the Government of Malawi in achieving efficient and effective use of public resources to contribute to the growth of the economy and development of Malawi.
The purpose of this contract is as follows: to promote good economic governance and accountability. The programme seeks to contribute to efficient use of public funds and effective resource mobilisation. These areas address key constraints to an enabling environment conducive to growth and trade development. To this effect, the programme will support the implementation of the PFM Rolling Plan with a particular focus on main expenditure risks including procurement and revenue.
The Key Expert 2 will support the Government to achieve changes in the way things are done that will lead to improved performance in PFM reforms.
Academic degree in either accounting, economics, public finance or equivalent field, and/or recognised professional qualification in accounting;
General professional experience
A minimum of 10 years of professional experience in public financial management ideally in developing countries;
Specific professional experience
A minimum of 4 years’ experience in public finance management reforms;
In-depth knowledge of internal controls in the areas of Commitment control and /or payroll management and/or pensions management; and/or
Management and oversight of state owned enterprises;
Prior experience in Sub-Saharan-African countries would be an advantage.

Exceptional ability to build and maintain effective working relationships; and using them to achieve results;
Excellent written and spoken communication skills in English; and Willingness to commit 5 years to this significant challenge in Malawi.
