Using an integrated suite of de-risking interventions, the Project seeks to systematically de-carbonize the existing building stock in Armenia to reduce greenhouse gas (GHG) emissions while achieving sustainable development benefits. The Project, addressing both public and residential buildings, focuses on creating a favorable market environment and a scalable business model for investment in energy efficiency retrofits by addressing market barriers. These barriers to energy efficient building renovation are addressed through a combination of policy and financial de-risking instruments and targeted financial incentives to key market players. To address each specific risk area, the Project is structured under four components: (i) building sector measurement, reporting and verification (MRV) and knowledge management, (ii) policy de-risking, (iii) financial de-risking, and (iv) financial incentives. By systematically targeting barriers, the Project will significantly reduce the investment risk profile of energy efficiency building retrofits to encourage private sector investment and thereby scale-up investment in energy efficiency building retrofits in Armenia. The main objective of this task is to establishment of the Municipal Energy Management System (MEMS) in Yerevan, as a part of domestic Measurement, Reporting and Verification (MRV) System. The following system shall be connected with the other systems, particularly to the register, being created in accordance with sub-point 1 of the clause 13 in the Annex of the Decree of the Government N426-N, dated 12 April 2018, as well as to the urban development cadaster, to be created as per Article 20 of the Law “On Urban Development” of the Republic of Armenia. MEMS will ensure adopting appropriate system for monitoring of energy consumption in public buildings, storing all the data collected in the Energy Management Information System (EMIS), developing list of buildings for prioritized selection for energy efficient retrofits, resulting assessment of achieved energy savings and greenhouse gas (GHG) emissions reductions as well as MRV of the impact resulted from application of energy efficiency and renewable energy measures on GHG emissions from public buildings. The workplace, support staff and office operation costs for efficient execution of the Energy Manager should be provided by Yerevan Community. Community will finance the costs, required for MEMS’ proper operation and maintenance of the office (utilities, vehicle spare parts, fuel, etc.). UNDP will allocate financing for the position of the Energy Manager throughout the Project duration and will support with provision of EMIS software and trainings as required. |
Duties and Responsibilities |
Under the overall guidance of the Climate Change Program Coordinator and direct supervision UNDP-GCF Project Manager and control of the Municipal Energy Management Coordination Committee (MEMCC), headed by the Deputy Mayor, the expert will support the project and the community in execution of the energy efficient refurbishment of public buildings in Yerevan community with ultimate objective of establishing proper, transparent and effective system for outlining energy demand and consumption management in Yerevan community, performing the following activities:

CANDIDATES WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY: Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ technical qualifications, experience and financial proposal.The contract will be awarded to the individual consultant whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.
