Bidding instructions and procedures
1.1. The RfP will be sent out to specific organisations and published on PSI’s website and other relevant industry sites (Devex, ReliefWeb, etc.)
1.2. Bidders prepare bids at their own risk and expense; costs incurred will not be reimbursed.
1.3. Bids must be submitted in English and US Dollars.
1.4. All requests for clarification and bids must be submitted as per the instructions stated above.
1.5. PSI is under no obligation to consider or respond to requests for clarification or bids received after these dates.
1.6. Bidders must be prepared to commence work on the date stated above.
1.7. Bids must comprise a technical proposal, financial proposal and confidentiality / non-disclosure agreement.
1.8. The technical proposal must comprise:
1.8.1. Capability statement
-A summary of the bidder’s relevant experience.
-The bidder’s geographical overlap with the project.
-Bios on the bidder’s key technical personnel at a global and local level.
-Any potential conflict of interest disclosures and mitigation measures.
1.8.2. Proposed approach
-Description of the proposed approach to the RfP’s scope of work.
-How the approach will accommodate protracted restrictions on travel to the field due to the COVID-19 pandemic.
-A minimum of 2 references from NGO clients for relevant work.
1.9. The financial proposal must detail:
1.9.1. Staff / consultants, scopes of work, number of days and daily rates.
1.9.2. Any non-personnel costs and the justification for them.
1.9.3 Any relevant charges imposed under the law such as taxes, duties, fees and levies.
1.9.4. Proof of sound financial viability demonstrated by copies of audited accounts.
1.9.5. Copies of statutory requirements (legal registration-Certificate of Incorporation/registration, Business Permit, Tax compliance, PIN/VAT etc) and registered office physical location (Show proof of Tenancy).
1.10. The technical and financial proposals must remain valid for 90 days after the submission date.
1.11. Bidders must submit a signed confidentiality / non-disclosure agreemen
1.12. Bids must be signed by an authorized employee using a written or verified digital signature.
1.13. PSI reserves the right to change the bidding instructions or scope of work; should it do so, all
1.14. Bidders are responsible for any errors; however, minor errors such as spelling, transpositions, and arithmetic errors will not prejudice the evaluation of a bid.
1.15. PSI will evaluate the bids based on value for money, not cost alone.
1.16. Bids will be evaluated based on:
1.16.1 The relevance and depth of the bidder’s experience.
1.16.2The capacity of the key technical personn
1.16.3 The quality and efficiency of the approach proposed.
1.17. PSI has no legal obligations towards the winning bidder until a contract is signed and execut
1.18. The winning bidder will be subject to the terms and conditions contained in the Consulting Services Agreement (Part 3).
Scope of work
2.1. Adolescents 360 (A360) is an adolescent sexual and reproductive health programme funded by the Gates Foundation and More information can be found at http://www.a360learninghub.org.
2.2. The current project ends September 2020; a follow-on project will commence October 2020.
2.3. It currently spans Ethiopia, southern and northern Nigeria, and Tanzania; however, under the follow-on project it will expand into Keny
2.4. Each of the current geographies has a different intervention; these are Smart Start in Ethiopia, 9ja Girls in predominantly southern Nigeria, MMA in predominantly northern Nigeria and Kuwa Mjanja in Tanzani
2.5. Each intervention targets a specific segments of adolescent girls, recognizing it is impossible to serve all adolescent girls; these segments are rural married adolescents (Ethiopia and northern Nigeria), urban and peri- urban adolescent girls (southern Nigeria), rural and peri-urban adolescent girls (Tanzania).
2.6. Although each intervention differs, they have all been shaped by similar design insights and all employ human centred design, adaptive implementation, aspirational programming and meaningful youth engagemen
2.7. The focus of the follow-on project is making adaptations to strengthen the interventions and integrating the interventions into government health systems for scale and sustainab
2.8. Each intervention includes low intensity life skills and economic empowerment components. These differ from intervention to intervention. One intervention includes goal setting, life skills, demonstration of a vocational skill and an opportunity to practice the s Another includes financial planning coaching to help adolescent girls and their husbands think through their goals, the cost associated with these and how they might reduce outgoings and increase savings to achieve their goals.
2.9. These components are intended to inspire rather than empower. However, they have played an important role in fostering the acceptance of girls, key influencers, and communities, mobilizing adolescent girls, demonstrating the relevance of contraception to their self-defined goals.
2.10. The follow-on project intends to strengthen these components of the interventions. This will include undertaking a human centred design (HCD) process to gather insights, prototype and pilot adolescent empowerment collectives.
2.11. The collectives will comprise adolescents who have participated in A360’s other activities, potentially allowing for scaffolding of learning.
2.12. The collectives could potentially be designed with multiple intervention arms to test different combinations of curriculum content and address known gaps in the evidence base.
2.13. The HCD process will be facilitated by a design firm but draw on expertise from partners representing multiple disciplinary lenses, including economic empowermen
2.14. A360 is seeking a technical assistance partner to provide expertise in economic empowerment during this HCD process.
2.15. The HCD process will take place across four geographies (Ethiopia, southern and northern Nigeria, and Tanzania) and is expected to follow the below timeline:
2.15.1. Insight gathering (es Oct-Nov 2020).
2.15.2. Synthesis of insights (es Dec 2020).
2.15.3. (Re)defining the design challenge and ‘how might we…’ (est. Jan 2020).
2.15.4. Design, testing and iterating of discrete prototypes (es Feb-Mar 2021).
2.15.5. Live prototyping of the complete solution (es Apr-May 2021).
2.16.6 Finalizing the intervention for piloting (es Jun 2021).
2.16. The economic empowerment TA partner will support PSI to ensure that this HCD process considers existing evidence and best practice around girls economic empowerment – for example reviewing design questions, participating in design workshops, advising during insight synthesis, and participating in designing and evaluating prototypes.
2.17. Bidders are expected to draw on their experience with HCD to propose how and when they would be involved in this design process, with consideration to targeting resources towards phases of design where their expertise would be most critica
2.18. It is assumed all support will be offered remotely and/or by staff already based in A360 countries; no international or regional travel should be planned or budgeted for.
2.19. A separate tender may be issued in 2021 for the following complementary activities:
2.19.1. Supporting the development of a research and learning framework for the pilot (es May 2021).
2.19.2. Building the capacity of the field teams to implement the pilot (es May 2021 for pilot Jun-Nov).
2.19.3 Supporting the evaluation of the pilot (es Dec 2021).
2.20. Bidders must take into consideration the following:
2.20.1. A360’s teams have deep insights into adolescent girls having worked with them for over 4
2.20.2. A360’s core intervention remains adolescent sexual and reproductive health.
2.20.3 Kenya is a new A360 project and its focus in 2020-21 will be designing the core intervention.
2.20.4. A360’s current interventions include low-intensity group-based life skills and economic empowerment components; the collectives are intended to complement and build on these activities.
2.20.5 The pilot will be small scale; scale up is dependent on a successful pilot, well documented learning, and additional financing from the Gates Foundation’s Gender Equality team post-2021.
2.20.6 The programme is not resourced or mandated to tackle related macro-level issues such as structural changes to the economy, legal reform to inheritance or property ownership rights, or widescale social norm change.
2.21. Bidders are encouraged to read the latest process evaluation findings from Itad which can be found here. These provide insight into the significance of the current life skills and economic empowerment components of the interventions to the acceptance of girls, partners, parents and communities.
2.22. Bidders must have extensive experience of designing and implementing group-based economic empowerment programming for adolescent girls and young women.
2.23. Bidders must have experience of human centred design.
2.24. Bidders must have experience of providing technical assistance to third parties.
2.25. Bidders must be prepared to work in a collaborative and respectful manner with representatives of other disciplinary lenses, including young peopl
2.26. Bidders must contribute objectively and be led by the insights gathered and the evidence-base; they should not be led by any proprietary approach.
2.27. Bidders must have experience of institutionalizing approaches and interventions into government systems, whether local, regional or nation
2.28. All support must adhere to the protocols in place to mitigate the risk of contracting or spreading coronavirus.
2.29. Bidders must share PSI’s values and be aligned with its mission.
