Description
JSI is currently recruiting for a Director of Monitoring, Evaluation and Learning (MEL) for a possible position with the USAID funded Uganda Health Activity. The purpose of this project will be to increase access and use of quality healthcare services and improve the performance of the health system. Intended high level results include: improved access to and use of quality maternal, newborn, and child health; family planning/reproductive health; nutrition; and water, sanitation, and hygiene/infection prevention and control) health services at community and facility levels; enhanced local ownership and leadership for sustainable health outcomes; and strengthened health system resilience at the community-, district-, and regional-levels. The Uganda Health Activity will also strengthen the capacity of local PEPFAR implementing partners to lead and sustain the epidemic response as part of sustainability efforts. Should JSI be the successful bidder, this will be a full-time position based in Kampala, Uganda. The Director of MEL will be responsible for overseeing all monitoring, evaluation, learning, and components of this Activity, and ensuring continuous monitoring of Activity progress. The anticipated award date is TBD.
RESPONSIBILITIES
- Oversee the design and implementation of the AMELP and corresponding information system to track delivery against targets;
- Establish and monitor defined M&E indicators; ensure data is reviewed and utilized throughout program implementation and provided to SMT for Collaborating, Learning Adapting, approaches;
- Determine M&E functional responsibilities within UHA team and data management responsibilities are supported at regional/district/community levels for improved reporting and comprehension;
- Serve as the focal point for M&E and devise strategies with the technical and communication team to ensure consistency in the use of data and quality reporting;
- Guide reporting processes among technical staff, ensuring timely, accurate, and complete reporting;
- Promote learning and knowledge sharing of best practices, and dissemination of lessons learned and project outcomes as part of its CLA approach;
- Mentor and support all the technical staff in MEL functions and will manage any MEL-related program staff;
- Strengthen integrated health and HIV reporting capacity among local PEPFAR and GoU partners;
- Design M&E approaches and strategies for improved reporting at community and facility levels;
- Work as part of UHA’s SMT, supporting UHA’s strategic vision, ensuring collaboration between functional areas, and supporting effective implementation;
- Review and synthesize data with technical team for strategic information thinking behind reports and all technical deliverables; and
- Must be willing to travel extensively throughout Uganda.
QUALIFICATIONS
- Master’s degree in a relevant field, such as public health, epidemiology, biostatistics, or social sciences;
- At least seven years of experience in managing and/or leading MEL activities for large-scale health service delivery or HSS programs in Sub-Saharan Africa, with at least three of those years working in Uganda as a senior advisor or staff member;
- Demonstrated experience in setting up and managing MEL systems that track performance as per the objectives of UHA;
- Knowledge of and experience with key MNCH, FP/RH, nutrition, WASH, and/or HIV/AIDS indicators and GoU and USG data collection systems (e.g. DHIS2, DATIM);
- Demonstrated ability to translate project objectives and vision into an evidence-based theory of change;
- Strong analytical skills to successfully use data and evidence to guide program adaptations;
- Excellent ability to articulate oral and written technical information clearly and effectively to both technical and non-technical audiences;
- previous experience supporting MEL on USG-funded health programming in Uganda desired;
- Familiarity with CLA approaches desired;
- Expertise in qualitative and quantitative research methods desired; and
- Data visualization skills desired.
