Classification: This is a managerial, exempt level position and is not eligible for overtime pay.
Overview: IBTCI is currently seeking a Deputy Chief of Party (DCOP) for CAR and ROC for the anticipated Central Africa Regional Third-Party Monitoring Project (CART). The purpose of this project is to establish independent, impartial, timely, responsive, contextualized, and forward-looking third party monitoring (TPM) and operational support services to Food for Peace (FFP) in the Central African Republic (CAR), the Democratic Republic of the Congo (DRC) and the Republic of Congo (ROC). CART will conduct analyses to assess the performance of FFP’s humanitarian assistance activities, as well as to understand and articulate the contextual factors to support adaptive management. Working closely with other team members, the DCOP for CAR and ROC will provide technical guidance and management oversight on tasks related to CAR and ROC emergency activities. The period of performance is one (1) year with the possibility of extension. This position is contingent upon award.
Essential Duties/Tasks and Responsibilities:
- Provide technical guidance and management oversight as designated by the Chief of Party (COP) to the Contractor’s teams on all Tasks related to CAR and ROC emergency activities.
- Responsible for the design of the Third Party Monitoring (TPM) plan, data collection tools, and report production.
- Other duties as assigned.
Preferred Knowledge, Skills and Abilities:
- Previous experience conducting quantitative and qualitative field research in the emergency setting.
- Familiarity with issues related to the implementation of humanitarian assistance activities for refugees and Internally Displaced People (IDPs), food aid, and food security in Sub Saharan Africa.
- Supervisory experience, including technical and administrative management of subcontractors.
- Previous experience working on humanitarian assistance programs in DRC or ROC is highly desirable.
- Language proficiency at a post-graduate level in French and English.
- Technical capability to oversee quality control and workflow on Tasks.
- Excellent oral and written communication, analytical, interpersonal, and team management skills.
- 7 years of progressively responsible experience related to the contract subject matter.
- At least 5 years of experience managing teams working on Third Party Monitoring (TPM) projects, or large scale Monitoring and Evaluation (M&E) support projects.
- At least 5 years of experience providing technical guidance on food security, income generation and diversification, maternal and child health nutrition, WASH, conversation agriculture, value chain, natural resource management, disaster risk reduction, and/or youth and gender engagement.
- Oral and written fluency in English required.
Education: Bachelor’s degree in statistics, physical, environmental or social sciences, public health, agriculture, or a related field. A Master’s degree is highly desirable.
Working Environment: Work is typically performed in an office environment.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does have supervisory responsibilities.
Travel: Domestic and international travel may be required and may include travel to fragile and conflict-affected areas. .
