Assignment Title: Data Quality Assessment (DQA) Specialist
Department/Location: Amman, Jordan (or remote)
Technical Point of Contact: Deputy Chief of Party (DCOP) or designee
Overview: IBTCI is seeking a Data Quality Assessment (DQA) Specialist to support the Yemen Monitoring, Evaluation, and Learning Project (YMELP), a USAID third-party monitoring (TPM) and verification contract based in Amman, Jordan. The purpose of YMELP is to monitor USAID humanitarian assistance and verify and provide independent confirmation of humanitarian aid programs in Yemen.
The purpose of the DQA is to report on the validity, reliability, timeliness, precision, and integrity of selected indicators for USAID Implementing Partners (IPs). DQA findings will highlight and help USAID in navigating data quality issues and limitations per selected indicator, and provide practical recommendations on data quality issues to IPs in the short term. The DQA Specialist will assess the adequacy and integrity with which IPs are documenting and managing their data collection and storage processes. The DQA Specialist will lead a team of monitors to produce final DQA report for up to 22 indicators.
This assignment will include a written report as well as a presentation to USAID.
The DQA Specialist will work closely with a YMELP M&E Specialist and manage local data collectors. The DQA Specialist will work closely with DCOP and COP for quality reviews of the provided individual reports for indicators and the final report.
Scope of Work:
- Review IPs’ data collection records relevant to the selected indicators to provide an overall assessment of the M&E systems that document key IP processes and procedures for collecting, analyzing, and reporting data.
- Communicate with IPs such that they are adequately prepared for the DQA.
- Orientate the DQA data collection team to ensure that trainees have the capacity to internalize the information provided from the training and apply this knowledge during the data collection exercise.
- Ensure that all necessary information is collected during meetings with IPs and site visits.
- Travel to/ from project sites, as necessary and if security allows.
- Review each selected indicator against the pre-determined data quality standards and complete a DQA checklist, and where appropriate, a System Assessment Protocol at the USAID, IP and IP subcontractors’ level.
- Identify actionable recommendations to address data quality issues.
- Summarize DQA findings into draft DQA report.
- Other duties required to accomplish the purpose of this assignment.
- Work plan for conducting the DQA and provision of template for the individual indicator and final report.
- Submit the individual DQA reports for the indicators where technical and language quality is well maintained.
- Submit the final DQA report including the analysis of the 22 indicators, presenting key findings for each indicators and across IPs for similar indicators. This includes a section for recommendations to IPs and to BHA.
- Submit a presentation summarizing key findings and recommendations.
- If appropriate present the findings to BHA and IPs (as part of the learning even and IPs workshop).
The DQA consultant will serve in the above consultant capacity to support the IBTCI technical practice of Crisis, Conflict & Governance.
- This position does not authorize/require the consultant to directly communicate with IBTCI clients.
- This position does not authorize/require the consultant to have decision making authority on final work product.
- Five-years of professional experience in monitoring and evaluation in international development, preferably working on USAID projects.
- Demonstrated experience in successfully conducting rigorous and evidence-based DQAs.
- Previous experience leading a team required.
- Fluency in spoken and written English. Conversational Arabic is preferred.
Education: Bachelor’s degree in evaluation, statistics, international development, or related field. Master’s degree preferred.
Preferred Knowledge, Skills and Abilities:
- Demonstrated understanding of humanitarian assistance preferred.
- In-depth understanding of USAID performance management standards and guidelines strongly preferred.
- Previous experience conducting a remote DQA preferred.
- Demonstrated familiarity with USAID requirements (i.e., ADS Chapter 201) on DQAs strongly preferred.
Supervisory Responsibilities: This position does not have supervisory responsibilities.
Travel: Travel to Jordan or Yemen may be required and security allows, but the assignment may also take place remotely.
