Nathan Associates is implementing USAID/Philippines’ Better Access and Connectivity (BEACON) Activity which is focused on comprehensively supporting economic growth in the Philippines by improving access and connectivity to ICT infrastructure and smart logistics securely and transparently. The activity’s three mutually reinforcing focus areas—ICT and logistics infrastructure, enabling environment, and cybersecurity technical capacity—will increase productivity, facilitate trade, and foster innovation, leading the Philippines to be more inclusive, competitive, and self-reliant. This objective reinforces the Philippines’ national strategies and the US government’s goal to advance a free and open Indo-Pacific region through enhanced connectivity.

The Cybersecurity Lead works closely with the Chief of Party (COP) as a private and public sector liaison to share global best practices and secure buy-in on the adoption of policies, regulations, and standards that ensure open, interoperable, reliable, and secure digital infrastructure and digital platforms for services and transactions. The Cybersecurity Lead collaborates with (1) the Activity’s COP and Objective Leads to ensure collaboration and activity coordination; Deputy Chief of Party (DCOP) to ensure compliance with budget and work plan and to input results into reports; (2) MEL Manager and Specialist to measure activity results; and (3) Gender and Social Inclusion Specialist to incorporate gender lens and analysis into activities. The incumbent reports to the COP and directly manages the following positions: Cybersecurity Policy Expert; Cybersecurity Skills Specialist; Program Officer; and select consultants providing short-term technical assistance (STTA).

• Leads Objective 3 (Cybersecurity) activities, including department and firm adoption of NIST standards, oversight of CISSP trainers, and promotion of policies, laws, and regulations that ensure secure digital infrastructure;
• Integrates global best practices in cybersecurity and digital economy development;
• Operationalizes technical vision for Objective 3 (Cybersecurity); marshals staff and other resources as required to deliver on vision;
• Collaborates with the DCOP, and the Grants Manager to identify grant opportunities that advance objective results;
• Contributes to overall activity design; oversees activity budgets; provides regular updates to the COP on activity progress and monitoring and evaluation of results as needed;
• Contributes to weekly, quarterly, and annual reporting requirements for USAID and to local counterparts as needed; and
• Identifies and manages local consultants under oversight of COP.

• Eight (8) years of experience managing teams, project design and planning, budgeting, and monitoring and evaluation (desired);
• Degree in public policy, economics, computer science or commensurate professional experience in technical areas related to cybersecurity (desired);
• Prior professional experience managing liaisons with senior level officials in the public and private sectors (preferred);
• Experience working in the digital infrastructure and connectivity sectors within the region (preferred); and
• Ability to facilitate policy reform and implement meetings with senior level officials (preferred).
