Danish Refugee Council is currently looking for a highly qualified Community-Driven Recovery and Safety (CDRS) Programme Manager to oversee CDRS programming across three bases in Central Darfur.
Community-Driven Recovery and Safety (CDRS) is a DRC approach to engaging communities to developing their own inclusive community development plans, supported with peacebuilding and infrastructure initiatives. The CDRS Programme Manager will be responsible for coordinating all programme teams in Garsila, Nertiti, Zalingei and sub office staff in Um Dukhun and Golo while ensuring high quality CDRS programme implementation. CDRS Programme Manager will report to Head of Programmes.
Location: Garsila Office (50% Field)
Direct Supervision: CDRS Infrastructure Specialist, Officers and Assistants
Main duties and Responsibilities
Project Management and Implementation:
- Oversee the implementation of all CDRS programming, including programme quality and budget management across all Bases;
- Undertake regular on-site visits to monitor the quality of activity implementation at the village-level and provide technical advice to field programme staff as necessary;
- Ensure the relevance and implementation of technically-sound beneficiary community selection criteria and approaches;
- Invest heavily in the skills and competencies of national field teams – the CDRS Manager will provide hands-on coaching, guidance and technical support to programme staff, ensuring clarity over programme plans and priorities;
- Participate in the staff recruitment process, new staff on-boarding and induction process, capacity building, and performance appraisal of CDRS staff;
- Ensure strong cooperation and coordination with DRC’s Protection Manager (based in Nertiti) to ensure all CDRS programming is sensitive to and, where possible, actively reducing protection risks amongst vulnerable population groups.
- Provide accurate and timely briefings for donors and stakeholders, as needed.
- Directly support implementation in the communities through leading roll-out process and taking the lead on meeting and consulting community-level stakeholders;
- Oversee the role out of community-based training and facilitation for effective implementation of Community Action Plans.
- Ensure high community involvement at all phases of the project (identification, design, implementation and monitoring) to promote community ownership.
- Work closely with the Infrastructure Specialist to ensure implementation is well coordinated with the community and in line with their priorities.
- Undertake regular and detailed programme monitoring trips to the field;
- Lead in overseeing and coordinating between DRC and its national partners and ensure capacity assessments are carried out, participative capacity development plans are created and delivered;
- Ensure programme implementation is of a high-quality standard and complies with both donor and DRC regulations and conforms with the laws of Sudan;
Programme Development and Quality
- Develop DRC’s CDRS Strategy and associated SOPs, tools, and assessments in Sudan and provide technical assistance to roll them out, in coordination with the Global Specialist Leads;
- Lead regular Community assessments and adjust programmes accordingly, with the ultimate goal of supporting community development initiatives to the greatest extent possible, in line with global best practices;
- Identify gaps and opportunities for further programming, design and support needs assessments and gap analyses, and have responsibility for programmatic contributions to CDRS donor reporting, in cooperation with the Grants and MEAL Manager;
Finance, Procurement and Administration
- Accountability for the management of CDRS programme budgets (budget holder), with support from the Finance Manager and Head of Support Services;
- Ensure CDRS Team raised Purchase Requests (PRs) in a timely manner, in-line with DRC standards, and follow-up procurement processed with the Supply Chain Manager;
- Ensure HR policies are followed, including completion of regular Performance Management Meetings, with all CDRS staff;
- Ensure familiarity with DRC’s Operational Handbook;
- Proactively seek training from the Support Services Department on operational policies and processes for CDRS team should gaps in understanding be apparent.
Monitoring, Evaluation, Accountability and Learning (MEAL)
- Conduct timely routine activity quality monitoring, including field-site and post-CAP monitoring, carry out assessments as required– ensure data is shared in a timely fashion with the MEAL Team.;
- Identify, document and disseminate relevant programme successes, challenges and follow up on implementation of action points;
- In collaboration with community representatives, lead detailed situational analysis and ensure they are used as evidence on which to base new project initiatives;
- Work closely with team to support the development of accountability activities, ensuring compliance with CHS;
- Participate in programme evaluations and assist in the analysis of results and ensure recommendations are reflected in projects and new proposal initiatives;
- Ensure that M&E processes are integrated into project implementation work plans.
- Support DRC offices in Darfur in strengthening information management, including standardized databases for implementation tracking and monitoring purposes
Coordination, Representation and Supervision
- Represent DRC at National and State-level Cluster and other humanitarian coordination bodies;
- In consultation with HoP and Country Director (CD), engage with other humanitarian actors, donors, UN, and civil authorities on CAP and other CDRS issues;
- In consultation with HoP, coordinate with national, local and international actors and participate in working groups and other sector meetings on CDRS related issues;
- Stay abreast of developments in Sudan and provide timely analysis on key issues of community development on a regular basis
- Undertake rigorous capacity building in the development and implementation of CAPs and other development initiative;
- Participate in and support the HR Manager in the development of accurate staff appraisals and staff capacity development plans;
- Provide supervision, guidance and monitoring for project staff, ensuring clarity of program plans, priorities and encourage effective team work.
Qualifications: Education/Knowledge/Technical Skills and Experience
- University degree or higher education in community development, economics, Law, Social sciences, Agronomy, management or related field
- Minimum 5 years of proven experience in delivering Community Based Programming related to recovery, development and/or social cohesion
- Technical knowledge of rural development initiatives
- Demonstrated skills in in Project Cycle Management, including creating work plans, team management, budgeting and delegation
- Strong knowledge of using participatory approaches with the community/IDPs
- Strong computer skills including Word, Excel, PowerPoints and Outlook
- Excellent time management skills and ability to perform under tight deadlines
- Fluency in spoken English, effective written and verbal communication, multi-tasking, organizational and prioritization skills
- Demonstrated experience and ability to professionally and diplomatically represent the organization and negotiate and defend DRC’s interests with a diverse range of government officials, local organizations and other groups
- Able to pay attention to detail
- Knowledge of Arabic is an advantage.
- Proven experience in providing technical guidance and training including development of training materials.

Contract: 12 months, with possibility of extension (subject to funding).
