Chemonics seeks a chief of party for the USAID Strentgthening Private Enterprise for the Digital Economy (SPEED) activity. The activity will seek to promote inclusive, market-driven growth to mobilize the digital economy for enterprise-led development. Responsibilities include:
- Directly responsible for the overall project management, formulating strategy and designing and directing activities aimed at achieving project goals and maximizing impact
- Provides technical and management leadership based on USAID- approved work plan
- Cultivates strong working relationships with and serves as primary point of contact for USAID, the Philippine government, and key stakeholders
- Leads collaborative strategy formulation and multistakeholder co-design processes
- Promotes CLA approaches through activity partnership and intervention design, implementation, and monitoring
- Provides technical guidance to component leads
- Applies technical expertise to provide quality assurance of activity implementation according to USAID/Philippines Country Development Cooperation Strategy standards and oversees incorporation of crosscutting principles into activity programming— including sustainability, environmental protection, and GESI
- Oversees technical implementation of activities aimed to increase SME capacity to implement digitalization and access to markets through e-commerce
- Coordinates with and promotes cross-collaboration between key counterparts and stakeholders to analyze the barriers and/or disincentives that SMEs face in the digital economy
- Facilitates coordination with other donor-funded projects to support assessments, administer public-private dialogues, and support counterparts’ agenda and roadmaps
- Supervises communications and reporting, ensures deliverable completion in accordance with work plan timelines and project budget, reports on component indicators, and contributes to project success story drafting and dissemination as needed
- Oversees strategic relationships with consortium partners
- Manages programmatic budget against work plan and leads recurring budget forecasting updates and revisions
Qualifications:
- Master’s degree or equivalent professional experience in e-commerce, digital economy, digital payments, economics, business, or a related field
- Minimum of 15 years of experience managing projects that are similar in size and scope. Previous experience with USAID or donor-funded programs is a plus.
- Minimum of 10 years of technical experience in some or all of the following technical areas: digital economy and e-commerce, secure and inclusive digital ecosystems, interoperable digital infrastructure, data policies and frameworks, digital skill building, and and cross-border regional trade.
- Extensive experience working with counterparts at various levels of the government and private sector in managing international development assistance projects
- Strong technical expertise, proven team management skills, and extraordinary communication skills
- Strong writing and speaking skills in English
- Experience in Asia is highly desired
- Demonstrated leadership, versatility, and integrity
