Chemonics International seeks a Chief of Party (COP) for the anticipated USAID-funded Climate Resilient Agricultural Market Systems Activity. The anticipated procurement release date is January 2024, with anticipated award and start-up of the activity on/about June 2024. Through this activity, USAID/Egypt seeks to increase the capacity, sustainable productivity, and incomes of key stakeholders in Egypt’s agriculture market systems. Specifically, this project seeks to create a set of complementary activities that:
(1) promote climate smart agriculture (CSA) and improve sustainable productivity of small farmers;
(2) improve the enabling environment for sustainable agriculture and food security; and
(3) enhance the capacity of Business Development Service (BDS) providers for greater inclusive economic growth.
This Activity will transform the agriculture and food systems toward sustainable production, economic growth and efficient climate resilience practices. This includes promoting CSA, advancing climate-smart approaches and technologies, and increasing private sector market linkages for greater inclusive economic growth in Egypt.
The Chief of Party will be responsible for overall management of the project, setting strategic direction and a long-term vision for project implementation. They will supervise senior staff, serve as the primary point of contact with USAID/Egypt and other counterparts, and ensure the project’s compliance with the USAID-approved project workplan and reporting and compliance requirements. The Chief of Party will be based in Egypt. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Anticipated responsibilities include:
- Direct implementation of the project’s strategic long-term vision, provides overall leadership, management, and technical direction for the project;
- Oversee the project team, ensuring all staff and implementing partners are working in tandem to achieve targets and meet reporting requirements;
- Build, manage, and maintain effective working relations with the donor, Egyptian government, local partners, relevant NGOs, CSOs, and other program stakeholders;
- Maintain a high standard of compliance with donor rules and regulations, contractual requirements, and Chemonics policies and systems;
- Facilitate close collaboration and teamwork, including mentorship and development of staff, with attention paid to professional development opportunities;
- Serve as the primary liaison between USAID/Egypt and other key stakeholders including Government of Egypt counterparts, other implementing partners, and Chemonics Washington on all program-related matters.
Qualifications
- Senior professional with at least 10sponsible experience managing relevant donor-funded programs, preferably in the Middle East or North Africa. USAID leadership experience preferred.
- Proven experience as Chief of Party or in a leadership position with strong interpersonal, analytical, and problem-solving skills
- Demonstrated experience working in agricultural development, climate adaptation and mitigation, climate smart technologies, climate finance, and/or private sector climate investment
- Demonstrated ability to establish strong working relationships with government officials, NGOs/grantees, local media, the private sector, and other donors;
- Demonstrated ability to work in challenging environments and with multi-cultural teams
- Strong managerial, administrative, and exceptional oral and written communication skills
- Advanced degree or equivalent combination of education and experience in international development, agribusiness, environment, climate science, public policy, economics, or other relevant field
- English fluency required; Arabic fluency preferred
