Established in 1995, the Consortium for Elections and Political Process Strengthening (CEPPS) pools the expertise of the International Foundation for Electoral Systems, the International Republican Institute and the National Democratic Institute, as well as seven associate partner-, and more than 20 resource partner organizations. The Global Elections and Political Transitions (GEPT) mechanism is a five-year USAID Leader With Associates (LWA) award held by CEPPS.
Based in Washington, DC, The Administrative Director serves as a key member of the CEPPS Management team and will manage and oversee the day-to-day operations of CEPPS. This person will be the direct point of contact to USAID/Washington and worldwide missions on all administrative and agreement related matters under the Global Elections and Political Transitions (GEPT) Leader with Associates Cooperative Agreement (LWA), as well as CEPPS’ awards outside of GEPT. The successful candidate will report to the Technical Director under GEPT and will lead the CEPPS Mgmt. Team to build consensus among the CEPPS partners on administrative and financial matters.

As IRI is the administrative lead for CEPPS, all applications will be submitted to IRI. The review of applications and the interview process will be conducted jointly by the CEPPS partners. The successful candidate will be hired by IRI.
Primary Functions & Responsibilities
• Serves as main point of contact with USAID for all agreement-related matters under the GEPT LWA, as well as CEPPS’ awards outside of GEPT.
• Manages all agreement-related administration of the GEPT Leader Award and any Associate Awards issued to CEPPS, and maintains records of all agreements, modifications, and other agreement-related communications.
• Negotiates agreement-related issues on behalf of the consortium and builds consensus among the CEPPS partners for all submissions and communications to USAID.
• Works with the Technical Director and CEPPS Senior Managers to ensure
compliance with USAID rules and regulations, and to review, refine, and improve CEPPS’ internal policies, procedures, budget and systems.
• Supports the development of integrated work products (including proposal
development and reporting) and their timely delivery to USAID.
• In coordination with the Technical Director, oversees other Key Personnel and immediate support staff, including the CEPPS Program Officer to ensure responsiveness to USAID.
• With the Technical Director, serves as the primary liaison with associate partners, ensuring that they are incorporated into all elements of the LWA, as appropriate.
• Assists the CEPPS Technical Director in developing the annual GEPT Leader workplan and monitoring its implementation, as well as requests for rapid response programs.
• In coordination with the CEPPS management team, develops and conducts a training program for partner staff on CEPPS policies, procedures and protocols.
• Oversees CEPPS’ accountants to ensure administration of drawdowns from PMS, quarterly financial reports are drafted on time, and closeouts of CEPPS awards are completed in a timely manner.
• Minimum 10 years of relevant project management experience with large and complex awards from governmental actors.
• Experience with government donors, including specific experience in grants management of USAID awards.
• Demonstrated success in business development/proposal management of USAID assistance and/or acquisition agreements.
• Proven history of maintaining positive working relationships with USAID Agreement Officers (AOs) and Agreement Officer Representatives (AORs) at missions worldwide.
• Understanding of global Democracy Rights and Governance (DRG) issues; experience reporting and evaluating international democracy projects strongly preferred. However, this is not primarily a position related to technical program delivery or implementation.
• Knowledge of U.S. Government and USAID-specific grant regulations.
• Excellent communication and team-building and management skills.
• Familiarity with Microsoft Office Suite and SharePoint.
• Bachelor’s degree required, advanced degree preferable.
