Function of the Position:
This position has full technical, financial, and compliance responsibility for a portfolio of projects DAI’s Global Delivery region. S/he ensures quality programming and achievement of development outcomes and is accountable for profit and loss performance of projects. S/he supervises COPs (Chiefs of Party) and is responsible for the development of new business initiatives within the geography.
Roles and Responsibilities:
- Director Functions
Oversees a portfolio of projects within DAI’s Global region. Manages resources across this group and encourages team collaboration. Resolves or escalates issues escalated by Project Manager; acts as advisor to Project Delivery Team and field on complex issues. Keeps Managing Director and Regional Field Operations Manager (RFOM) informed of key management or technical issues on the project. Participates in management and/or technical short-term technical assistance and draws on/engages technical resources from DAI Technical Services, as needed. May serve as Acting COP. Executes authorities listed in Schedule of Authorities.
- New Business
Significantly contributes to the development and implementation of the geography’s New Business strategy. Throughout the year, pre-positions, researches, champions, writes, manages and/or participates on proposal teams This would represent on average approximately-35% of Project Delivery Team (PDT) Director’s time.
Ensures that Project Manager and COP deliver quality results, and that activities and funds are designed and expended to meet overall project objectives and contract deliverables. Advises COP and Project Manager on changes to Key Personnel throughout the life of the project. Serves as sounding board for COP on strategic project decisions. Leads Knowledge Management for their portfolio: Engages DAI Technical Services Team to assist in capturing technical achievements, lessons learned, best practices, etc. Encourages cross-project learning with Technical Services and throughout Global to deepen development Technical Services that are locally relevant, successful, and sustainable. Provides STTA and New Business support to projects or geographies within the Director’s technical area of expertise. Attends and presents at conferences or working groups as required. Engages in on-going strategic recruitment efforts. Engages as needed in project level recruitment in support of STTA and LTTA vacancies
- Project Management
Participates in Quarterly Project Reviews (QPR). Responsible for monitoring client satisfaction (minimum of 2 calls/meetings annually with COTR) and works with the COP and Manager to develop corrective action plans, as needed. Engages human resources on field and PDT personnel issues as needed. May serve as start-up or close-down team leader.
- Contract Management
Reviews and approves all budget realignments, contract modifications, subcontractor SOW or ceiling modifications, key personnel approvals and changes. Reviews and approves Statements of Work for subcontracts and advises on technical issues for all US based subcontractors and partners.
- Financial Management
Responsible for projects meeting financial performance targets. Ensures that PDT Manager and COP are taking appropriate steps to address any issues (e.g., missed targets, high Non-Billables (NB), etc.). Participates in monthly financial reviews. Reviews technical justification and seeks Regional Vice President (RVP) approval for “At Risk” Requests. Reviews quarterly ETC projections and ensures projections are reasonable/achievable. Works with team to strategize how to address shortfalls.

Ensures that Project Manager and COP are taking appropriate corrective actions (e.g., on missed targets, high NBs, etc.). Conducts financial reviews of portfolio with team. Reviews technical justification and seeks RVP approval for “At Risk” Requests. Reviews and approves budgets and forecasts and ensures projections are reasonable/achievable.
- Geography/Cross-DAI Support
Provides short-term coverage for travelling Managers or Managers performing proposal management responsibilities.
- Staff Management
Supervises and mentors two or more Project Managers and two or more COPs. Conducts performance reviews and goal setting meetings. Responsible for ensuring all members of the PDT have the required training as per the Learning Plan, skills, and support to successfully carry out their SOWs. Encourages learning and knowledge sharing across USG, the geography, and the directorate. Oversees the hiring process for all members of the PDT.
Additional responsibilities as deemed necessary.
- Grade 11: Minimum of 11 years of experience a Bachelor’s degree; or 9 years of experience and a Master’s degree; or 7 years of experience and PhD.
- Grade 12: Minimum of 13 years of experience and a Bachelor’s degree; or 11 years of experience and a Master’s degree; or 9 years of experience and a PhD.
- Knowledge of USAID Programs and Regulations.
- Experience managing USAID contracts
- Minimum of 5 years of supervisory experience
- Excellent oral and written communication skills
- Demonstrated proficiency in client management
- Business Development experience (prior experience managing, writing, or contributing to USAID proposals).
- Professional proficiency in Spanish
Equivalent combination of education and experience will be considered.
- Experience in Latin America
- Field experience, especially experience with USAID projects in Latin America
- Experience or expertise in a relevant technical area such as economic growth, governance, or environment/land
Supervisory Requirements: Supervises one or more Project Managers and Chiefs of Party.
