The Grants & Contracts Department oversees establishment of organizational award compliance requirements, award negotiation, and compliance training for PSI’s donor/client-funded projects. We are responsible for helping our Network Members and project management staff navigate the complexities of donor/client requirements and the terms and conditions of their awards. We approach award compliance holistically – ensuring the correlation between programmatic, financial, and donor/client requirements.
PSI seeks an Associate Analyst, Grants & Contracts to primarily help us develop and maintain systems, as well as provide compliance guidance, together with the support of the Senior G&C Manager, in the following areas:
- Serve as G&C point of contact for development of the Award Management System and Subrecipient Documentation and Expenditure Tracker, leading on rollout, system upgrades and trouble-shooting in liaison with IT.
- Conduct spot checks of AMS, analyzing documentation and acting as the quality control point of contact, supporting G&C to make changes and correct data in AMS while the system continues to undergo system upgrades.
- Under the guidance of the Senior G&C Manager, support of the development and implementation of award compliance policies, procedures, and practices and develop templates for metric tracking and reporting as needed.
- Support G&C’s preparation for and response to audit requests.
- Conduct research on donor/client rules and regulations, keeping abreast of changes in the award compliance environment in order to identify areas of award compliance vulnerability and risk.

- Provide regular updates and improvements to G&C’s SharePoint site
- Work in close collaboration with IT on the continued development of the Award Management System (AMS) and the Subrecipient Documentation and Expenditure Tracker(S-Tracker)
- Conduct trainings and support PSI staff on using the AMS and S-Tracker
- Conduct quality control checks of the award files database and AMS system, reviewing and suggesting areas for process improvement based on usage trends
G&C Award Compliance Policies, Procedures, Templates, and Tracking Tools
- Contribute to the development of G&C tracking and reporting tools including but not limited to the Contracts Mailbox, facilitating conversion to AMS in future versions, transferring subrecipient files from the Field Grading library to AMS, developing guidelines for the S-Tracker and AMS, reaching out to PSI staff for feedback on issues, setting up and analyzing surveys related to AMS issues.
- Generate reminders for Small Business Subcontracting / TIP/ FFATA / PLGHA / Safeguarding reporting and certifications for PMT and Network Member staff as well as flagging new requirements needing to include in D-Tracker, as applicable.
- Help the Senior Manager identify and analyze potential areas of regulatory risk related to prime and subaward management and monitoring in order to facilitate timely revisions to G&C tools, guidance documents and templates.
- Analyze past audit findings and risk areas, working with G&C portfolio managers to proactively identify potential findings.
- The Grants & Contracts Department focuses on working in conjunction with PSI’s Network Members and program management teams to determine how we can collectively improve compliance oversight for PSI. This is a substantial area of focus for the organization. The Associate Analyst may be involved in supporting that effort in terms of the development, organization, and presentation of training modules.
What are we looking for?
- Bachelor’s degree required. Master’s degree a plus
- 3+ years of increasingly responsible experience in a related field (Master’s degree may be substituted for experience)
- Ability to compose reports, presentations, memos, emails, and other written documents in an organized, logical, and concise manner. Ability to write well in English is extremely important, as are attention to detail and correct grammar usage
- Ability to monitor timely changes in donor/client rules and regulations, developments in the compliance field, and present to the Senior G&C Manager and Director potential impacts on PSI’s practices and operations
- Some familiarity with the Uniform Guidance, FAR/AIDAR, and other donors/clients such as The Global Fund, FCDO, KfW, World Bank, UN Agencies, and foundations with the ability to keep abreast of changes in the regulatory funding environment
- Demonstrated project management and organizational skills – especially with time-sensitive work.
- Ability to deal with moderate to complex issues or problems and recommend thoughtful and practical solutions
- Strong interpersonal, communication (written/verbal), analytical and Problem-solving skills
- Able to use sound judgment, work independently, with minimal supervision
- Proficiency in SharePoint, MS Word and Excel
- Ability to collaborate and participate in teams with a can-do, positive attitude
- Knack for exercising discretion
- French language skills a plus
